The money was transferred to CashApp by your bank, not by the individual. If the funds were sent to CashApp, their task was completed. They won’t do anything unless they are incredibly nice and just give you the money bank without taking it back from CashApp (which they can’t).

Yes, I would say that for any significant sum. It’s good for small bits and is really convenient. I would never buy a significant quantity and leave it there. I only use it for convenience. Large exchanges must wait 4 or 5 days before being removed from the site. CA costs around $3 to move $100 off almost instantly.
